From Coastline to Concept: Developing a Beach Hotel in Albania

The challenge
The Albanian Riviera is attracting record tourism, but development there is unforgiving: coastal permitting is complex, construction quality varies widely, and many foreign-backed projects stall between design and delivery for lack of a local team that can carry a project through every phase.
What we did
BO Enterprise is running the development as coordinator and future operator in one: managing site and permitting through its administrative practice, coordinating design and construction with the Nartel EX-IN partnership, and building the hotel's operating model — staffing, F&B, and seasonal revenue planning — in parallel with the build, using two decades of hospitality operating data.
The outcome
The project is progressing through its development phase with a single accountable team from concept to future operation — the working definition of the BO Enterprise model. It also opens a platform for investment and operating partnerships on the Albanian coast.
